AL AN (AIRMAN) BILL J. STARNES , USN
1930 - 2009


Bill J. Starnes was born in Johnson City, Tennessee on June 21, 1930 and passed away on July 25, 2009. He was a veteran of the US Navy, serving aboard the aircraft carrier USS Siboney. He was attached to the carrier's airwing as a radioman and gunner on TBM Avenger sub-hunting aircraft. His naval designation as an enlisted man was "AL AN." He went through basic training at Great Lakes Naval Training Center and Electronics School at NAS Millington, Tennessee.

Following his naval service, he went on to graduate from both East Tennessee State University and the University of Tennessee in Knoxville.

He is survived by his wife of 57 years, Betty Jean Starnes of Kingsport, Tennessee, and one son, Keith William Starnes of Birmingham, Alabama.

He has two grand-daughters: Audrey and Olivia Starnes.

He was the chief city planner of Huntsville, Alabama from September of 1967 to December of 1972, following graduation from the City Planning program at the University of Tennessee. He was director of the Office of State Planning and Federal Programs (OSPFP) for the State of Alabama in Montgomery from December of 1972 to January of 1983. He served as a Federal Grant Consultant to Auburn University from January of 1983 to June of 1984. He finished his professional career as a Professor of Design Technology at Northeast State Technical College in Kingsport, Tennessee in May of 2008.

He was a devoted husband, father, and a fine Christian man. He placed his faith alone in the sacrifice and resurrection of Jesus Christ for his salvation. We will be with him again one glorious day, and then together forever with the Lord.
